Delphine Halgand-Mishra

Executive Director

Delphine Halgand-Mishra is the Executive Director of The Signals Network. She is a Shuttleworth Foundation fellow and a CIGI senior fellow as an expert on press freedom and regulatory frameworks for platforms. She was the lead rapporteur for the Forum on Information and Democracy’s report on infodemics, which offered 250 recommendations to governments and platforms on how to end infodemics. She previously served for six years as Reporters Without Borders’ North America Director, advocating for journalists, bloggers, and media rights worldwide. Delphine regularly appears on American (CNN, Fox News, PBS, Democracy Now!,..), foreign media (BBC World TV, Al Jazeera, France 24) and gives lectures and conferences at U.S. universities (Harvard, UCLA, Yale, Columbia) on issues of press freedom violations. In May 2017, she received the 2017 James W Foley American Hostage Freedom Award for her work assisting American journalists detained abroad.

Earlier in her career, she served as Press attaché in charge of outreach at the French Embassy to the U.S. Since graduating from Sciences Po Paris with an M.A. in Journalism, Delphine has worked as an economics correspondent for various French media (such as Le Monde, Les Echos, L’Express), focusing mainly on international politics and macroeconomic issues.

Kate Miller

Chief of Staff

Kate Miller is the Chief of Staff at The Signals Network, bringing a wealth of experience in nonprofit leadership and a passion for social impact. With a career spanning over seven years in mission-driven organizations, Kate has developed expertise in strategic planning, resource development, philanthropic partnerships, board development, and nonprofit operations.

Kate will also serve as Interim Executive Director of TSN during the parental leave of TSN Executive Director Delphine Halgand-Mishra.

Most recently, Kate served as Chief of Staff at The Intercept, where she played a pivotal role in the organization’s transition to becoming an independent nonprofit. As a key member of the senior leadership team, Kate was instrumental in overseeing the complex process, ensuring operational continuity and strategic alignment. Her tenure at The Intercept also included positions as Senior Director of Development and Director of Major Gifts, driving fundraising efforts and building strong donor relationships amid significant organizational change. Kate was selected as a member of the Institute for Nonprofit News’ Emerging Leaders Council in 2023.

Kate’s journey with The Intercept began at First Look Institute, where she held key positions in major gifts and philanthropy operations. Prior to First Look, Kate worked at mothers2mothers, an international nonprofit, where she managed individual giving programs and development operations.

Kate resides outside New York City with her partner and three children.

Whistleblower Protection Program Director

Margaux Ewen is the Director of The Signals Network’s Whistleblower Protection Program. Margaux was most recently the Director of Freedom House’s Fred Hiatt Program to Free Political Prisoners, a major new project to support journalists, human rights defenders, and prodemocracy activists who are detained in retaliation for their heroic work.

Prior to Freedom House, Margaux served as the executive director of the James W. Foley Legacy Foundation, where she led advocacy efforts to release Americans held hostage or unjustly detained abroad, promote safety for freelance journalists, and support detainees’ families through engagement with government bodies and nongovernmental experts. Ewen also led the foundation’s work with congressional cosponsors of the Robert Levinson Hostage Recovery and Hostage-Taking Accountability Act and the launch of the Congressional Task Force on American Hostages and Americans Wrongfully Detained Abroad. Prior to leading the James W. Foley Legacy Foundation, Ewen served as the North America director of Reporters Without Borders/Reporters sans frontieres (RSF). In this role, she led US-based advocacy, communications, and development for the organization and served as its US spokesperson, appearing on American and international media to discuss press freedom and RSF’s work. Ewen holds a master of laws degree in international and comparative law from the George Washington University Law School and a master’s degree in international law from the University of Paris 1 Panthéon-Sorbonne.

John Stewart

Development Manager

John Stewart is the Development Manager at The Signals Network. John is a Cape Cod native and has lived and worked across the U.S. and Europe. He enlisted in the U.S. Army at the age of 17 and later obtained a B.S. in Industrial & Labor Relations from Cornell University and an M.S.S. from the University of Jyväskylä in Development & International Cooperation. He comes to The Signals Network with several years of fundraising, human resources, operations and field organizing experience with civil society and private sector organizations.

Most recently, John worked as the HR Director at Pathways Healthcare and before that as the Fundraising & Endorsements Director for a U.S. Senate campaign. He is passionate about civil liberties and diversity, equity, inclusion & belonging. In his spare time, John enjoys disc golf, board games, backpacking, Star Trek and beach volleyball while splitting his time between the U.S. and Germany.

Adela Prifti

Digital Development Associate

Adela Prifti is the Digital Development Associate at The Signals Network. Adela initially joined TSN as an intern in June 2022. She is responsible for online donations and database management that support the company’s goals and objectives.

Adela is a highly motivated individual who first joined TSN as an intern for a 10-week period. During her internship, she had the opportunity to work on significant projects undertaken by TSN, which allowed her to showcase her skills and demonstrate her value to the company. After her internship, TSN offered Adela a part-time position, and she continued to work with the company.

In March 2023, Adela officially joined TSN as a full-time Digital Development Associate. In her new role, she is responsible for online donations and database management that support the company’s goals and objectives. She is excited to continue growing and learning in this field, and she is committed to improving her competency and expanding her knowledge to help drive the success of the company.

Julia Kahn

Legal Fellow

Julia Kahn is a Legal Fellow with The Signals Network. She received a B.A. in Psychology and Science Technology Studies from Wesleyan University in 2021 and a J.D. from Michigan Law School in 2024. During law school, Julia served as a student attorney with the Civil Rights Litigation Initiative (CRLI) and the Veterans’ Legal Clinic. As a student attorney with CRLI, Julia worked closely on Williams v. City of Detroit, representing Mr. Robert Williams who was wrongfully arrested based on the use of faulty, racist facial recognition technology. Julia was also the co-president of the Privacy and Technology Legal Association and a board member of the Michigan Advocates for Civil Justice. Julia resides in New Jersey and enjoys spending her free time hiking, running, playing ultimate frisbee, and trying to teach her dog how to play fetch.
